Centerville Hustle Bylaws

 

CHBC MISSION STATEMENT:

The primary mission of the CHBC is to provide an environment in which our players are able to play, enjoy and learn the game of basketball. We do this by placing each player in the appropriate environment for him/her individually and by teaching solid basic and advanced basketball skills while instilling an appreciation of hard work, teamwork and good sportsmanship. In addition, it is also the mission of the club to be a "feeder" program for the Centerville city school's middle school and high school basketball programs; to provide a framework within which players can gain experience and develop their skills in preparation for playing and succeeding in these programs. 
 

CHBC HISTORY:

The Centerville HUSTLE Basketball Club was founded in 1992 by community residents Joe Staley and Mike Baughn with the goal of teaching our community’s youth fundamental and advanced basketball skills above those taught by other area recreational leagues. Beginning with one team of eight boys, the organization has grown into one of the largest youth basketball programs in the state of Ohio serving well over 700 area boys and girls with competitive and recreational program offerings.
 

CHBC PHILOSOPHY:

The CHBC is the only area basketball club that seeks to field 3-4 competitive boys’ teams and 2 or more competitive girls’ teams in each grade of competitive basketball (grades 3-6). The club also has its own boy’s recreational program for grades 1-12. Our #1 objective is to place kids on a team within our program where he/she will have a positive basketball experience. It is our sincere belief that our participants are best served by being given an opportunity to develop and grow while playing and being coached in a positive manner, in a “team first” environment and at a level of competition appropriate for their individual ability and competitive desire.
 

GOVERNANCE:

A volunteer Board of nine Directors governs the Centerville Hustle Basketball Club (CHBC). Each Director has one vote on matters before the Board and a majority vote is required to authorize action on such matters. In the case of a tie vote the President’s vote acts as the deciding vote. In order for the Board to vote on a matter a quorum (5) is required to be present at the vote.
 

SELECT PROGRAM

Eligibility
Any child in 3rd through 6th Grades, living as a resident in Centerville-Washington Township and attending one of the following schools, is eligible to participate in the CHBC Select Program:
 
Tower Heights, Watts, Magsig, Cline, Weller, Driscoll, Stingley, John Hole, Normandy, PVS, PVN, Dayton Christian, Spring Valley Academy, and Miami Valley.
 
Children who do not meet the eligibility criteria above but who played on a select team last season are eligible to participate again this season. Children who do not meet the criteria above would be considered on an “Exception Basis” only by the board.  The board would heavily weight previous family commitment to the Hustle program in making its decision.
 
Children not residing in Centerville-Washington Township, even if they attend a school listed above, are not eligible.

Exceptions:

1. If a child has played on a CHBC Select Program team and then moved out of Centerville/Washington Township, that child may be allowed to complete his/her progression through the CHBC Select Program contingent on his/her ability to continue to make a select team and with approval of the Board.

2. A 2nd grade child may be allowed to “play up” if the player is able make one of the 3rd Grade Division 1 or Division 2 select teams. Playing up on a Division 3 team in the third grade is at the discretion of the select director with board approval.

3. Any other request to “play up” will be at the discretion of the select director and with Board approval.

In addition to the grade and residency requirements described above all Select Program players must satisfy the league age requirements to participate for a given grade. These age requirements are:
 

  • 3rd Grade Players: A player’s age must be 9 years old or younger on August 31st of the current year that the season starts.
  • 4th Grade Players: A player’s age must be 10 years old or younger on August 31st of the current year that the season starts.
  • 5th Grade Players: A player’s age must be 11 years old or younger on August 31st of the current year that the season starts.
  • 6th Grade Players: A player’s age must be 12 years old or younger on August 31st of the current year that the season starts.

 

If a child is over the age limit to play at his/her current grade level the child shall be allowed to play on the age appropriate team, contingent on the player’s ability to make the team. Under no circumstances can a child in the 7th grade or higher participate regardless of age.


TRYOUTS/TEAM FORMATION:

The club’s goal in forming teams is to put players in the best, most appropriate place for them to have a positive basketball experience. We seek to field three to four (3-4) teams per grade for boys, two (2) or more per grade for girls whenever tryout numbers and qualified players permit. Teams will be comprised of between 8-10 players each, depending on the ability, competitive desire of the players and the number of capable players available in that grade. The top 16-20 kids who grade out highest in the tryouts will be placed on our Black and Gold teams for both girls and boys. For the boys, the next 10-20 kids will be placed on our Grey and Silver teams, depending on the number of qualified players. Our fifth boy’s team in any given grade, if we field one will be the White team. Those boys who are not placed on one of the competitive teams will automatically be placed in our jayvee program.

 

Open tryouts will be conducted by the club in the fall with the goal of providing a fair and unbiased environment for evaluations. Tryouts will be run by the select director, president & vice-president with the assistance of other board members and coaches. Impartial tryout evaluators will be selected by the board and will include prior club coaches and others deemed qualified by the board. Under no circumstances may a coach be an evaluator at a tryout involving his/her own child. However, coaches will be present to help administer the tryouts. Data for forming teams and making cuts will be collected at the tryouts and will include four components: objective data, fundamental skills assessments, game playing assessments and previous play in the program. At the conclusion of tryouts team formation meetings will be held with the goal of having teams formed and notifications made within one week of the conclusion of tryouts. As previously mentioned, all participants will be placed in either the competitive or the jayvee program.


COACH SELECTION/CONDUCT:

The club believes that a large part of its success depends on the quality of the coaching that its players receive. The club therefore seeks coaches who place an emphasis on teaching and developing all of his/her players in a positive manner while actively seeking to avoid coaches who value winning above all else and/or who display negative coaching and behavioral characteristics. We will enlist coaches who, first and foremost, treat the kids properly and then look to their basketball expertise and coaching experience as factors in selecting qualified coaches. It is our intention to have 2-3 coaches per team; one head coach and one or two assistants. The head coach is responsible for all actions of the players, assistants and parents of their respective team. We expect a high level of conduct to be adhered to at all related practices, league games, tournaments, etc. from all parties involved. Any situations brought to our attention that do not reflect this expected standard of conduct will be reviewed by the board and appropriate action will be taken.
 

TEAM ALIGNMENT:
Once again, it is the club’s intention to field three-four competitive teams per grade for the boys and two or more competitive teams per grade for the girls.

 

The club's primary leagues of participation have been the Dayton Metro and on the Boy’s side; the GWOC. The CHBC currently aligns itself in area leagues as follows:


For Boys:

The GWOC team is the “Black” team. In the Dayton Metro: as the standard the “Gold” and “Grey” teams will play a division 1 or division 2 schedule. The “Silver” and “White” will play a division 3 schedule.


For Girls:

3rd – 6th Grades: The CHBC will field a Division 1 and a Division 3 team in each grade. The Division 1 team is the “Black” team and the Division 3 team is the “Gold” team. In some situations the girls may field a Division 2 team instead of (or in addition to) it's Division 3 team.


CHBC SEASON OVERVIEW

The CHBC is founded on the principle that the basketball skills are taught in practice and that games are primarily a measure of progress for the individual player’s skills and team play. Consequently all select teams are, at a minimum, allotted gym time for two practice sessions per week.

 

The CHBC season will consist of the following:

* Practice starting around the middle of October.

* Pre/Mid/Season Tournaments: Thanksgiving, Christmas, President’s Day, etc...

* The GWOC or The Dayton Metro League’s winter season: Begins with games around the first of December and ends with the GWOC/Metro tournament at the end of February to early March.

* Other area leagues that teams may choose to participate in (Kingdom, Henley, Mason, etc…)

* Other in-season games that may be scheduled as needed/desired.

 

The CHBC Board of Directors has adopted the following guidelines for the number of games each team should play during a season.
 

3rd Grade - 20 to 28
4th Grade - 20 to 32 
5th Grade - 24 to 36 

6th Grade - 28 to 40

 

Participation in a tournament is counted as 3 games for calculating the number of games scheduled. Any team wishing to play a number of games outside of the established guidelines may do so only with prior approval of the Board.

 

In keeping with the philosophy that games are used as a measure of progress, the CHBC acknowledges the importance of all players participating significantly in all games. Therefore, the CHBC Board of Directors has adopted the following rules for the amount of playing time each player should expect to receive.


3rd Grade - 10 or more minutes/game on average over the course of the season including tournaments with a minimum of 6 minutes in any given game


4th Grade - 9 or more minutes/game on average over the course of the season including tournaments with a minimum of 6 minutes in any given game


5th Grade - 8 or more minutes/game on average over the course of the season including tournaments with a minimum of 6 minutes in any given game


6th Grade - 7 or more minutes/game on average over the course of the season including tournaments with a minimum of 6 minutes in any given game

 

The only exceptions to these guidelines are absence, injury, foul trouble or disciplinary reasons. Any reduced playing time due to disciplinary reasons must be reported to the Board prior to or immediately following the occurrence. Coaches of course are encouraged to play all of their players more than the minimum when and wherever possible.

 

The CHBC understands and respects a player’s commitment to his or her fall sports program. Consequently, the Hustle does not expect players to forgo their end of season football or soccer commitments to attend basketball practices or games. However, after a player’s fall sports commitment is completed the CHBC expects players to make “Hustle” basketball their #1 sports commitment for the remainder of the season. This includes conflicts with other basketball teams and/or other winter sports.

 

The CHBC does not currently organize any post season league or tournament play. The use of the “Hustle” name, uniforms or equipment by CHBC coaches or players participating in these post season activities is permitted only with prior board approval.


BOY’S RECREATIONAL PROGRAM

“Little Hustle” Grades 1 & 2

Hustle JV” Grades 3-6

“Hustle Intermediate” Grades 7-9

“Hustle Club” Grades 10-12
 

Eligibility
Any child in 1st through 12th Grades, living as a resident in Centerville-Washington Township and attending one of the following schools, is eligible to participate in the CHBC Rec Program (Rec: grades 1-6, Intermediate: grades 7-9 or Club: grades 10-12):
 
Centerville High School, Tower Heights, Watts, Magsig, Cline, Weller, Driscoll, Stingley, John Hole, Normandy, PVS, PVN, Dayton Christian, Spring Valley Academy, and Miami Valley.
 
Children who do not meet the eligibility criteria above but who played on a Rec/Intermediate team in grades three through nine last season are eligible to participate again this season. Incoming second and third graders who participated in the Rec program last year but do not meet the criteria above will NOT be eligible this year to participate. Children who do not meet the criteria above would be considered on an “Exception Basis” only by the board.  The board would heavily weight previous family commitment to the Hustle program in making its decision.
 
Children not residing in Centerville-Washington Township, even if they attend a school listed above, are not eligible.

 

Exception: If a kindergarten boy desires to play in the first grade Recreational Program and the numbers of first graders registered is less than 60, older or “second year” kindergarteners will be considered for participation, contingent upon the approval of the Hustle Rec. Director. In this event first priority will be given to second year kindergarteners.


CHBC RECREATIONAL SEASON OVERVIEW

The CHBC recreational program season begins in late November and runs through mid March. Registration takes place in late October or early November, there are no tryouts; space permitting, all registered players will be placed on a team. We currently have room for approximately 450-500 players overall in the recreational program. An attempt is made to create teams that are as balanced as possible in terms of talent, ability, height, etc… Practices begin in late November, usually the week after Thanksgiving, with each team having one practice session per week. The recreational program teams play approximately an 8-10 game schedule over the course of the season beginning in early January. Most games are played on Saturdays at one of the local school gyms. The season ends with a tournament in mid-March. Each team should end up playing a total of 8-12 games. In keeping with the recreational nature of the program, all players are expected to play at least half of each game they attend.
